A helpful list of cans and can'ts about Austin's telepathy:
- CAN read the contents of the conscious human mind.
- CAN read animal minds to a lesser degree.
- CAN silently communicate words, pictures, and ideas to people within range.
- CAN block other psychics from reading his own mind.
- CAN'T read stored or repressed memories.
- CAN'T see things the subject is not CURRENTLY thinking about.
- CAN'T read minds over video, audio, or text communication.
- CAN'T read minds of people out of range (range drops off at about 50 yards away).
- CAN'T read minds of other psychics who are blocking him.
- CAN'T read minds of those wearing an anti-mind-reading device. (These exist in his world, but are unfortunately not common in the game as of this point in time. If your character has an object you think may work as such, or you would like to have them engineer one, I am very open to this! Just maybe discuss it with me first for continuity purposes.)

Castiel is an angel, and has a canonical high resistance against mind reading. But since I've weakened his powers for the game, I'm willing to work on a case by case basis there - maybe it'd be a bit harder for Austin to just pick up conscious thoughts? Especially since they're not... entirely human. I'm sure we can work something out!
Castiel also has fine supernatural senses that allow him to register when something supernatural is going on (when someone isn't quite human, or magic is being worked, or someone tries to probe his mind) - but he can't tell specifics, so he might be able to tell that Austin is doing something supernatural without going GASP MIND READER. Please feel free to check out Castiel's own permissions post, including links to his app and his powers.

First off, I'm fine if you do want to prevent him completely from reading Castiel's mind! But if you think it'd be more interesting plotwise for Austin to get some thoughts from him, that's cool too. I could see it being fun both ways, the former because Austin might be irritable and awkward toward those who he can't "figure out", and the latter for, well, obvious reasons.
His nonhuman status also probably will present Austin with at least some difficulty. It sounds like Cas may be closer to being human than, say, a dog would be (correct me if I'm wrong!), but he's still nonhuman so things would still be trickier.
I will definitely check out his permissions post as well. :)

Connors regularly has recurring thoughts about the Lizard, aka the monstrous lizard-beast that he transforms into when stressed/when the plot demands it. It's not like a Raimi Spider-Man thing where he can talk to the Lizard--it's more of an on/off switch. Still, feel free to bullshit that there's something WEIRD about his mind if you want because hello, turns into a lizard. Anyway, his normal mental state is kind of rocky. It's good, but there's a constant undercurrent of paranoia and worry, especially when he gets emotional. He's well-intentioned, though. (If he ever gets the chance to read the Lizard's mind, it's a lot more animalistic and angry and pretty much boils down to LET'S KILL ALL THE MAMMALS.)
Freddie's mind is pretty boring and normal, though she does end up thinking about death and cannibalism more than your average person (especially when talking about home). She's also a selfish prick.
Dorian's normal mental state is bored. Like, this guy is bored way too often, more so than any normal person would be bored. He's another selfish prick and a terrible person. Also, totally feel free to call him out on the fact that 'dude, you're thinking about the 1800s, how the hell were you in the 1800s.'

Austin can indeed read Jaime's mind!
A: Nope!
B: There are few unusual recurring or intrusive thoughts - he thinks a lot about the nature of Heropa and his duties as the Blue Beetle, but it's not too unusual. More often than not, though, he'll be thinking like a regular teenage boy - about how he's hungry, or how he doesn't feel like going to work, or the new game that opened up in the arcade, that kind of thing!
C: He's generally a pretty low-key, calm guy. He can get pretty riled up, but that's always going to come from external sources.
D: He's incredibly well-intentioned; he cares about helping people first and foremost, and he's not too concerned with the reward that comes with the risk. Total lawful good over here!
E: Yes, one very important thing! Jaime shares his head with alien tech that's embedded in his spine, which he usually calls the Scarab, in and out of his head! The Scarab is mildly homicidal, snarky, always on the look out for potential threats, and is often shooting the shit with Jaime. If it senses any mental interference, it can fight back (another person getting into his head got attacked with a head full of static and began to bleed out of their nose), but it won't do so unless it senses danger or if Jaime instructs it to - or, if you like, it can be barred from doing it at all, depending on how powerful Austin is!

My Answers for You! [Winry Rockbell]
myWinry's mind: Oh, sure. She has no experience with psychics, just really smart people.Restrictions: See above.
Recurring Thoughts: A few! Worry about the Elric brothers, worry that she might be dead back home.
Normal Mental State: Generally a good-natured person, albeit stubborn, and she can have a temper (usually activated by worry over someone she cares about, or someone she cares about doing something she considers stupid).
Character Info: Winry wants to be helpful. Pretty much always. Alignment would be 'chaotic good', I think; she does some things other people might look in horror at (like throwing wrenches at Elric brothers, for example).
Things to see in her head Images of her dog, Den, or grandmother, Pinako Rockbell.
Telekinesis: Why not? :D
Heal/Energy exchange: Winry's power (one of them) is healing, so yes, I wouldn't see anything wrong with Austin healing/taking energy as necesssary.
Anything else: Ummmm...I think that covers it.

Every once awhile, Light will be thinking about the events at home, focusing mostly on a murder investigation that took place there. Austin is free to pick up on these thoughts when he has them, and even his slowly growing self-doubts concerning how everyone considered him the prime suspect in the case.
→c. What's your character's normal mental state? Are they nervous? Angry?
Light is pretty level-headed most of the time. He's logical and intelligent and likes to be polite; but under all of that he can also be a bit cynical or dry, depending upon the conversation and who he happens to be speaking with. But 90% of the time those thoughts are kept under the surface, but Austin's more than welcome to pick up on them.
→d. Is your character well-intentioned? Selfish? Do they only care about personal gain? What's their "character alignment"?
HAHAHA well. Light's current canon-point dictates that he is Lawful Good! And he adheres to that pretty well, though sometimes tripped up by his own pride. Generally speaking he's not known to be selfish at all, and is often times willing to help others.

Would Austin be able to sense locked away memories? Or something, alternatively, not quite "right" with Light's mind? If so, just let me know. If he can, I'd find it interesting and something with the potential to plot with later, though I'd rather him not bring it up immediately to Light.

Basically, Light is a mass murderer, but events in canon have caused him to lose all memory of him actually being that murderer. He knows there's someone going around killing criminals, but anything associated with him actually being the culprit are gone. Whether they're locked away or lost completely is mostly just semantics, either way, he can't access them at all.
Other than him doubting himself (because of certain in-game events, now), there really wouldn't be a disturbance in his conscious mind. So it sounds to me like Austin wouldn't be able to sense something out of the ordinary, which is totally fine!

→a. Are there any restrictions on what can be read? Not really. Maria is vanilla human and there's nothing I'm anxious to avoid OOCly.
→b. Does your character have recurring or even intrusive thoughts that Austin will pick up on? Confusion and more nervousness than she's likely to admit to, at least to start. Maria comes from the time of the Crusades, so she's severely out of temporal synch. This whole place is extremely alien to her.
→c. What's your character's normal mental state? Are they nervous? Angry? See above, but when she's not a fish out of water she's a fairly calm, strong-minded person with a disciplined mind, especially after spending 5+ years as the personal steward to a leader in the Crusades. So she's not military-minded in the modern sense, but she was a soldier.
→d. Is your character well-intentioned? Selfish? Do they only care about personal gain? What's their "character alignment"? Lawful...good? Neutral? I'm not really up on these classifications, heh. Her motivation for trying to be a knight was selfish in that she always dreamed of that kind of glory and a woman's role in her society kinda sucked from her POV, but she believes in bringing freedom and learning to those who would seek it. So a fairly benevolent sort.
→e. Anything else he's likely to see in their head? She's very frustrated because the recent murder of her mentor has upended her plans for her 'career'. There's also grief, obviously, though not crippling. She's at something of a crossroads in her life.

4. Anything else you'd like to let me know? If language makes a difference in the telepathy, Maria is accustomed to speaking French in her day to day work but also speaks English. Both have some major linguistic differences due to time shift, but for the sake of not making things too hard on myself I go with the idea that they're still pretty comprehensible to modern ears.

→a. Are there any restrictions on what can be read? Nope! I tend to use a sort of stream-of-consciousness method when I post for Apollo, so it's safe to assume that anything I mention in an action as a past event or commentary on the situation is what Apollo's thinking.
→b. Does your character have recurring or even intrusive thoughts that Austin will pick up on? Apollo often frets about his finances or his job, so those will be fairly recurring.
→c. What's your character's normal mental state? Are they nervous? Angry? Usually Apollo's fairly calm, if long-suffering. In MoM he's been considerably more pessimistic, however, and he has some depressive tendencies that haven't faded away yet.
→d. Is your character well-intentioned? Selfish? Do they only care about personal gain? What's their "character alignment"? Apollo's basically Neutral Good, because sometimes laws need to be changed for the common good, etc etc. He very much tries to help people, when it's possible for him to do it, but he has enough 'healthy' selfishness that he's not going to feel sad that he can't donate to save whales or something. On the other hand, he'll push himself very hard to help those closest to him.
→e. Anything else he's likely to see in their head? Apollo has lie-detection powers that he normally tries to keep semi-secret, but if he either suspects that Austin is lying to him or if he's thinking about having used his power on someone else, Austin will definitely be able to find out about it.
